The District of Columbia has the burden of proof by a preponderance of the evidence in a disciplinary action by the Commission listed in § 2043.1(b), (c), (d), (e), (g), (h), or (i).
The applicant has the burden of proof by a preponderance of the evidence in a proposed denial action by the Commission listed in § 2043.1(a) or (f).
