Rule 18-4013 - RIGHT TURN ON RED4013.1Right turns after coming to a full stop and yielding right-of-way to pedestrians and other vehicles shall be allowed when facing red traffic control signals, except at locations listed in this section.
4013.2Right turns by vehicles facing red traffic signals shall be prohibited at all times on all days of the week at the intersections listed in this subsection.
4013.3Right turns by vehicles facing a red traffic signal shall be prohibited during the hours from 7:00 a.m. to 7:00 p.m., on all days of the week at the intersections listed in this subsection.
4013.4Right turns on red will be prohibited at all intersection approaches with one (1) or more of the following characteristics:
(a) Sight distance of vehicles approaching from the left is less than one of the following minimums: Cross Street Speed Limit | Minimum Sight Distance | Cross Street Speed Limit | Minimum Sight Distance |

(b) The intersection has geometrical or operational characteristics which may result in unexpected vehicle or pedestrian conflicts;(c) There is significant crossing activity by children, elderly, or handicapped persons;(d) Significant pedestrian conflicts are expected due to a high volume of pedestrian crossings; and(e) There is an exclusive pedestrian "WALK" signal at the intersection.D.C.
