An owner may assign his reservation in a personalized tag by giving to the assignee a release that terminates any further obligation of the Department to reserve the personalized identification tags reserved in the name of the assignor.
The assignment may not become effective until the beginning of the one (1) year or two (2) year registration period following that in which the assignor last registered his or her vehicle under the personalized tag reserved.
The assignee shall apply and pay for a reservation in the manner prescribed in § 423.
