Within thirty (30) days of the effective date of §§ 2540 to 2547, every sole proprietor, partnership, or corporation practicing public accountancy in the District of Columbia not holding a permit shall file an application with the Board.
Applicants shall submit an application for a permit to the Board on a form provided by the Board. A partner of the partnership or shareholder of the corporation who is a licensee under the Act shall sign the application and swear or affirm to the contents of the application before a notary public.
The Board shall, within a reasonable time after an application for a permit is submitted, either approve the application and issue a license or deny the application and notify the applicant.
If the Board denies an application, the applicant may request a hearing pursuant to § 2520.
No applicant shall hold itself out or advertise itself as engaged in public accounting, nor shall it render any professional services unless and until a permit has been issued.
