The provisions of this chapter were adopted by the District of Columbia Council as the "District of Columbia Consumer Retail Credit Regulations," Regulation No. 71-18, approved June 11, 1971, under the Council's powers to make police regulations for the protection of lives, limbs, health, comfort and quiet of all persons and the protection of all property within the District of Columbia.
The District of Columbia Council has determined that an effective program for the protection of consumers in connection with retail installment credit transactions is necessary for the protection of the health, comfort and quiet of all persons, and the protection of all property within the District of Columbia.
