The Commission may order a formal hearing in any proceeding in which it determines that a formal hearing is necessary.
The notice of hearing shall designate the time and place of the hearing.
Unless otherwise specifically ordered, formal hearings shall be in the hearing room at the office of the Commission.
The Commission shall give notice of a formal hearing, or of any change in date or place of such hearing. Notice under this rule shall be exempt from the requirements of § 116.
A formal hearing shall be held before the Commission, or any member or agent of the Commission as the presiding officer for that purpose.
