The hearing officer shall not consult any person, or party on any fact at issue except after notice and opportunity for all parties to participate.
No employee, or agent, of the District of Columbia government engaged in the investigation and prosecution of a case shall participate or advise in the proposed decision in that case except as a witness or counsel in the hearing or other public proceedings.
