Tenant Rent shall equal the Contract Rent less the Tenant Assistance Payment, when all utilities (except telephone) and other essential services are supplied by the housing provider.
When some or all utilities (except telephone) and other essential housing services are not supplied by the housing provider and are not included in the Contract Rent, the Tenant Rent shall be the Gross Rent less the Tenant Assistance Payment and the Utility Allowance. Tenant Rent shall not be less than zero (0) dollars.
