Strike Section 1703.1.1 in the International Building Code in its entirety and insert new Section 1703.1.1 in its place in the Building Code to read as follows:
Independence. An approved agency shall be objective, competent and independent from the contractor and the registered design professional responsible for the design and/or installation of the work being inspected. The agency shall also disclose possible conflicts of interest to the code official, the owner and the registered design professional in responsible charge so that objectivity can be confirmed. The agency should not be owned or controlled by any person associated with the project.
