The Zoning Commission will evaluate and approve, disapprove, or modify a map amendment application or petition according to the standards of this chapter.
In a contested case, the applicant shall have the burden of proof to justify the granting of the application according to these standards.
In all cases, the Zoning Commission shall find that the amendment is not inconsistent with the Comprehensive Plan and with other adopted public policies and active programs related to the subject site.
