The FH/TSP Overlay District is mapped in combination with the underlying R-1, R-1-B, or R-2 District and not in lieu of the underlying district.
Where there is a conflict between the FH/TSP Overlay District and an underlying zoning district, the more restrictive provisions of the FH/TSP shall govern.
