The Mayor may establish an Advisory Panel ("Panel") to:
The panel shall:
Within 30 days after receipt of an application, the Panel shall review the application and make a recommendation to the Mayor on whether the application should be approved or disapproved.
The Panel shall append to the recommendation a statement describing the justification for the recommendation.
Recommendations of approval shall be accompanied by a proposed statement of commitments to be undertaken by the applicant in exchange for the assistance provided.
The Panel may take such other action as it deems appropriate to assist the Mayor and appropriate agencies of the District of Columbia government in meeting the purposes of the Act.
The Panel shall be comprised of individuals appointed by the Mayor.
A majority of Panel members shall be District of Columbia residents.
The following areas of expertise shall be represented on the panel:
Members of the Panel shall serve in their capacity at the pleasure of the Mayor.
Members of the Panel shall serve for a term of 3 years, except that, of the members first appointed to the Panel, one-third (1/3) shall be appointed for three year terms, one-third (1/3) shall be appointed for two year terms; and one-third (1/3) shall be appointed for a one year term. The date the first Panel members are installed shall become the anniversary date for all subsequent appointments.
Panel members shall serve without compensation.
Expenses of the Panel, when authorized in advance by the Mayor, shall become obligations against funds designated for that purpose.
The Panel may adopt internal rules to govern its operation and decision-making. The rules shall be published in accordance with the District of Columbia Administrative Procedures Act.
The Mayor shall provide administrative and staff support for the Panel. Other District of Columbia departments and agencies shall provide assistance to the Panel upon request.
