Rule 10-B4303 - REVIEW AND CONDITIONAL APPROVAL OF PROPOSALS
4303.1

The DHCD's Neighborhood Improvement Administration (NIA) shall initially review each proposal for completeness and compliance with eligibility standards.

4303.2

The DHCD may reject proposals which are initially determined incomplete or ineligible, and may, in its sole discretion, grant additional time as it deems appropriate to enable applicants to correct deficiencies identified during the initial evaluation of the proposals.

4303.3

The DHCD shall review and approval proposals in accordance with the eligibility and other criteria in this chapter, including any selective evaluation criteria established by DHCD consistent with § 4301.

4303.4

All determinations of loan eligibility and approval shall be in the sole discretion of DHCD.

4303.5

The approval or disapproval of proposals shall be the decision of the Director. DHCD shall notify all applicants in writing of its final decision regarding proposal approval or disapproval.

4303.6

The DHCD's initial approval of proposals shall be in the form of a written conditional commitment letter to the applicant which shall establish conditions precedent to loan closing.
