Rule 10-B3303 - PRE-APPLICATION PROCESS
3303.1

The Department of Housing and Community Development may contract with a service provider to provide preliminary technical assistance to housing providers who contemplate making application to the Department under the Program. This technical assistance may include, but not be limited to, the following:

(a) Assisting the housing provider in the preparation of financial spread sheets and in the analysis of financial information to chart an approach which will offer the property a more acceptable cash flow;
(b) Offering the housing provider guidance in the securing of specific technical services such as a market appraisal or a household survey; and
(c) The development of a detailed proposal for the substantial improvement of the housing accommodation.
3303.2

The use of these services, if provided, shall not be a requirement for any applicant under the program, and each applicant shall have the right to submit an application without receiving any assistance.
