Only dwelling and rooming units in compliance with the provisions of D.C. Housing Code (Title 14 DCMR) and other applicable laws and regulations shall be considered decent, safe, and sanitary and offered as permanent relocation housing for families and individuals.
Permanent relocation housing shall be within the ability of the family or individual to pay and shall be reasonably accessible to places of employment, transportation, and other facilities.
