Basic demographic data for Capitol Hill is shown in Table 15.1. In 2000, the area had a population of 47,600, or about eight percent of the city's total. Population declined by eight percent during the 1990s. However, the number of households actually increased by four percent during the same period, as average household size dropped from 2.30 to 2.06. The drop in household size was steeper here than in the city as a whole, indicating a growing number of one- and two-person households. On the other hand, the percentage of children and seniors in the Planning Area was virtually the same in 2000 as it was in 1990. 1503.1
Today, the percentage of children in the Planning Area is slightly less than the citywide average, while the percentage of seniors is about the same as the citywide average. About 47 percent of the Planning Area's residents lived in the same house in 2000 as they did in 1995. This is about the same as the citywide average of 46.9 percent. About 10 percent of the Planning Area's population resides in group quarters-a majority of this population is associated with the DC Jail. 1503.2

Capitol Hill's racial composition is similar to the city as a whole. Approximately 59 percent of the Planning Area's residents are African- American and approximately 36 percent are white. These compare to citywide percentages of 60 percent and 30 percent. About two percent of the Hill's residents are Asian and 1.5 percent are multi-racial. Only 5.3 percent of the area's residents are foreign-born, and only two percent are of Hispanic origin. Both of these figures are less than the citywide averages. 1503.4
