Rule 1-700 - PURPOSE
700.1

This chapter establishes the procedures by which the District of Columbia Clemency Board ("Board") and the Executive Office of the Mayor, Office of General Counsel ("OGC") shall implement the Clemency Board Establishment Act of 2018 (D.C. Official Code § 24-481.01et seq.).

700.2

The Board may issue letters of recommendation for a pardon or commutation for eligible individuals who have been convicted of District offenses. Upon issuance by the Board, the letters of recommendation will be transmitted to the President of the United States and the Department of Justice Office of the Pardon Attorney ("DOJ-Pardon") for consideration during the clemency grant process. The Mayor may or may not supplement the Board's letters of recommendation with a Mayoral letter.
