Rule 1-102 - ORDER AND DECORUM102.1No person or group of persons shall willfully and knowingly do any of the following:
(a) Utter loud, threatening, or abusive language, or engage in any disorderly or disruptive conduct within any building or part of any building owned or under the control of the District of Columbia with the intent to impede, disrupt, or disturb the orderly conduct of any meeting, hearing, or other proceeding of the Council of the District of Columbia, or of any committee or subcommittee thereof, or the orderly conduct of official business of any officer, employee, or agency of the District of Columbia Government; or(b) Enter or remain in, during the course of any meeting, hearing, or other proceeding of the Council of the District of Columbia, or any committee or subcommittee thereof, any area set aside for use by persons other than the general public except in accordance with the rules of the Council.102.2Any violation of this section shall be punishable by imprisonment for not more than ten (10) days or a fine not to exceed three hundred dollars ($300).
