Section 1352-A-7.0 - Release Preparedness Plan and Release Intervention7.1 Release Preparedness Plan Requirements 7.1.1 The AST Owner or Operator must prepare a Release Preparedness Plan by June 11, 2005, for releases from ASTs at the Facility. A copy shall be kept at the Facility at all times and be made immediately available to the Department upon request. The Plan shall be designed to minimize hazards to human health or the environment from fires, explosions, or any unplanned sudden or non-sudden Release of a Regulated Substance to soil, surface water or ground water. The Plan shall contain the following information:7.1.1.1 A Facility map showing the location of buildings, ASTs and their stored products, and site utilities, and7.1.1.2 Emergency contact phone numbers (i.e. fire, police, DNREC, USCG, hospitals, environmental contractors), and7.1.1.3 The general location of area receptors and points of exposure such as natural resources, surface water bodies, public and private supply wells, and residential communities, and7.1.1.4 Fire, explosion and health and safety contingencies; and7.1.1.5 Contaminated soil excavation, staging, treatment and disposal contingencies; and7.1.1.6 Regulated substance removal, containment and recovery contingencies; and7.1.1.7 The Plan shall include the actions Facility personnel shall take to respond to fires, explosions or any unplanned sudden or non-sudden release of a regulated substance to air, soil or surface water at the Facility; and7.1.1.8 The Plan shall list names, addresses, and office phone numbers of all persons qualified to act as emergency coordinator and this list shall be kept up to date. Where more than one person is listed, one shall be named as primary emergency coordinator and others shall be listed in the order in which they will assume responsibility as alternates. A Facility emergency coordinator shall be available to respond at all times; and7.1.1.9 The Plan shall include a list of all emergency equipment at the Facility (such as fire extinguishing systems, spill control equipment, communications and alarm systems (internal and external), and decontamination equipment), where this equipment is required. This list shall be kept up to date. In addition, the Plan shall include the location and a physical description of each item on the list and a brief outline of its capabilities; and7.1.1.10 The Plan shall include an evacuation plan for Facility personnel where there is a possibility that evacuation could be necessary. This plan shall describe signal(s) to be used to begin evacuation, evacuation routes, and alternate evacuation routes in cases where the primary routes could be blocked7.1.2 A Release Preparedness Plan formulated under the direction of another local, State or federal program or a Facility emergency or operational plan that meets the objectives of this Section may be accepted by the Department as proof of compliance with this Section.7.1.3 The Release Preparedness Plan shall be reviewed and amended if: 7.1.3.1 Applicable regulations are revised.7.1.3.2 The Plan fails after a release.7.1.3.3 The Facility changes its design or operations.7.1.3.4 The list of emergency coordinators changes.7 Del.
