Preamble. These regulations are adopted by the Secretary of Delaware Health and Social Services pursuant to 16 Del.C., § 122(3)(t) and §§2601-2606. These regulations establish standards for blood lead level screening and testing of children between 12 and 24 months of age w. These regulations also establish a record retention policy, enforcement modalities, and penalties for violators.
