Section 31-272-15 - Proposed decision(a) In those cases heard by a hearing officer, the hearing officer shall make a proposed final decision. The proposed final decision shall be served by United States mail upon the authorized agent and investigator and an opportunity shall be afforded to file with the hearing officer exceptions to the proposed final decision and present briefs.(b) A proposed final decision made under this section shall be in writing and contain a statement of the reasons for the decision and findings of fact and conclusions of law necessary to the decision.
