The commissioner shall, a minimum of two times per year, publish, by distributing to all departments of the state and political subdivisions thereof, a list giving the names of persons or firms whom he has found to have disregarded their obligations under section 31-53 of the General Statutes of Connecticut or to have been barred from federal government contracts in accordance with the provisions of the Davis-Bacon Act, 49 Stat. 1011 (1931), 40 USC 276a-2. Said list shall also contain the names of any firm, corporation, partnership, association, or any other entity in which such persons or firms have been found by the commissioner to have an interest.
