Section 27-102l(d)-321 - DefinitionsThe following definitions shall apply to Section 27-102l(d)-322 through 27-102l(d)-339 of the regulations of Connecticut state agencies activities related to interment in a state cemetery.
(a) "Honorable Service" or "Under Honorable Conditions" is character of service as listed on DD-214 (Enlisted Record and Report of Separation) or separation papers (generic term). This term may not include "General-Other Than Honorable" and "Bad Conduct" discharges.(b) "Resident" means a legal resident of the State of Connecticut either at the time of death or at the time of induction into the armed forces. Proof of residence shall include:(1) Address listed on the DD-214,(2) Separation papers issued by the a branch of armed forces,(3) Copy of a death certificate, and(4) A declaration by next of kin.(c) "Technical Approval" means upon review the veteran has been determined to meet the following:(1) Definition of veteran under Section 27-122b of the Connecticut General Statues,(2) Honorable or under honorable conditions discharge, and(3) Was a resident of the State of Connecticut at the time of death or at the time of entering the armed forces.(d) "Technical Denial" means upon review the veteran has failed to show proof of meeting one or more of the requirements necessary for a technical approval.(e) "Desk Review" means a review by the Chief Fiscal Officer of the decision by personnel and the application forms with written proofs as submitted by applicant.(f) "Administrative Approval" means the veteran is technically eligible, the applicant is deceased, and the arrangements for interment have been approved, including plot assignment.(g) "Administrative Denial" means a determination by the Department that the application for interment may not satisfy at least one requirement for an administrative approval.Conn.
