These rules and regulations govern practices and procedures before the Department of Veterans' Affairs during hearings held in contested cases (e.g. Section 27-108(d) of the Connecticut General Statutes as amended), except where statutes and regulations otherwise provide. These rules and regulations may also be used during informal conferences and hearings held at the discretion of the Commissioner (e.g. review of appeals under Section 27-102l(c) (7) of Connecticut General Statutes.
