Section 22a-315-17 - Council officers and their duties(a) The officers of the Council shall be a chairman, vice-chairman, secretary and treasurer, each of whom shall be elected.(b) Members of the Council shall elect officers each year during the regular meeting held in April of each calendar year. Officers shall serve for a term of one (1) year commencing July 1 next following their election. In the event elections are delayed, a Council member shall continue to serve until a successor is elected. A vacancy in the offices of the Council shall be filled by a vote of the Council at the next regular or special meeting.(c) The chairman shall prepare for the approval and adoption of the Council at the regular October meeting of the Council: a draft annual plan and budget; and an annual report for the time period corresponding to the state fiscal year that just ended. The chairman shall also be responsible for preparation of agendas and for presiding over meetings. The chairman may exercise other duties, consistent with chapter 446h of the Connecticut General Statutes and sections 22a-315-10 through 22a-315-19 of the Regulations of Connecticut State Agencies, as voted upon by the Council.(d) The vice-chairman shall, in the absence of the chair perform the duties of the chairman and may exercise other duties, consistent with chapter 446h of the Connecticut General Statutes and sections 22a-315-10 through 22a-315-19 of the Regulations of Connecticut State Agencies, as voted upon by the Council.(e) The recording secretary shall be responsible for notice of all meetings, taking of minutes and certifying official actions taken by the Council. The recording secretary may exercise other duties, consistent with chapter 446h of the Connecticut General Statutes and sections 22a-315-10 through 22a-315-19 of the Regulations of Connecticut State Agencies, as voted upon by the Council.(f) The treasurer shall be responsible for maintaining financial records for the Council, preparing an annual financial report and preparation of financial reports as may be requested by the Council.(g) A member shall excuse himself or herself from discussions and voting on any matter before the Council in which he or she, or his or her spouse, children, or employer has a direct or indirect personal financial interest.Conn.
