Section 21a-1-1 - Definitions(a) The term "Commissioner," as used in these regulations, means the commissioner of consumer protection.(b) "Department" means the department of consumer protection.(c) "Division chief" means any departmental employee or employees designated by the commissioner as the head of a particular division of the department.(d) "License" includes the whole or part of any permit, certification, approval, registration, charter, or similar form of permission required by law to be issued by the department.(e) "Regulation" means any departmental rule of general applicability that implements, interprets, or prescribes law or policy, or describes the organization, procedure, or practice requirements of the department. The term does not include(i) rules governing the internal management of the department and not affecting private rights or procedures available to the public, and(ii) declaratory rulings issued pursuant to section 21a-1-10 of these regulations.Conn.
