Section 17b-653-6 - Confidentiality(a) All client and applicant information shall be kept confidential to the extent allowed by law. All clients or their representatives shall be informed that applicant and client information shall be kept confidential to the extent allowed by law.(b) When information held by the bureau is requested and is not exempted by law from the requirement for written consent in order to be released, the authorization to so release shall be obtained from the client or applicant, or their legal guardian, prior to release of the information.(c) Medical, psychological or other information which the bureau believes may be harmful to the client or applicant shall not be released directly to the client or applicant but shall be provided through his or her designated representative.(d) Notwithstanding any provision of the regulations of Connecticut state agencies, including the Department of Social Services' uniform policy manual, information regarding a change of circumstances reported by a client to the bureau shall not constitute the reporting of such a change to the department for recipients of any department assistance or services, except those administered directly by the bureau.Conn.
