All collisions, groundings, strandings or other marine perils sustained by vessels on which there was employed a licensed state pilot shall be reported to the office of the commissioner as soon as possible but not more than 48 hours after the occurrence, provided that this 48-hour period is understood to include one working day of the commissioner's office. In addition, a written report shall be submitted to the commissioner on forms prescribed by the commissioner not more than seven (7) days after the date of the incident, except, however, that any marine accident involving oil spillage, pollution, physical injury requiring more than first aid or death, shall be reported to the commissioner's office by telephone or telegram immediately or no later than 24 hours of the occurrence, in addition to the required written report. When a State pilot is involved in a marine incident outside of Connecticut State waters, the State Pilot shall report the incident to the commissioner not more than seven (7) days after the incident.
