Section 14-253a-15 - Application by or on behalf of an individual(a) The following individuals may make application for either a removable windshield placard or special license plates: (1) Any person who is blind or such person's nominee; and(2) Any person with disabilities or such person's nominee;(b) An application shall contain such information as required by the commissioner. (c) Each application by or for an individual person shall include certification of blindness or disability as provided in section 14-253a-18 of the Regulations of Connecticut State Agencies.
