No secondary school shall provide driver education without a secondary school certificate.
A secondary school certificate shall be issued by the commissioner only upon approval of an application filed in accordance with the provisions of section 14-36f-1 b of the Regulations of Connecticut State Agencies. Such certificate may be displayed by the school.
