With respect to any petition filed for a declaratory ruling, a person may request party or intervenor status in accordance with Section 13b-17-141 a of the Regulations of Connecticut State Agencies or may participate in the proceeding in accordance with Section 13b-17-142 a of the Regulations of Connecticut State Agencies.
