Rule 3 CCR 708-1-10.13 - Interpretation(A) Construction of rules. These rules shall be liberally construed to expedite the action of the Commission and the Division and to effectuate the purposes of the Law.(B) Application to the law. These rules are not intended to set forth a complete procedure, but rather to supplement and clarify the Law.
