The State Engineer may revise these rules in accordance with 37-80-111.5, C.R.S. (1990 Repl. Vol.); 37-80-102(1)(h) and 102(1)(k), C.R.S. (1990 Repl. Vol.); 24-72-205 (1988 Repl. Vol.) and 24-4-103, C.R.S. (1988 Repl. Vol.).
