Section RH 15.13 - Costs Not AllowedThe following expenses shall never be allowed as a component of cost of service:
15.13.1 Legislative advocacy expenses, whether made directly or indirectly, including but not limited to legislative advocacy expenses included in professional or trade association dues.15.13.2 Funds expended in support of political candidates, any political movement or in the promotion of political or religious causes.15.13.3 Funds expended in support of or membership in social, recreational, fraternal, or religious clubs or organizations.15.13.4 Funds expended to mail any material containing any of the items mentioned in RH 15.13 through 15.13.3.15.13.5 Criminal penalties or fines, and civil penalties or fines.15.13.5 Any other expenditure found by the Board to be unreasonable, unnecessary, or not in the public interest, including but not limited to executive salaries, advertising expenses, legal expenses incurred in suits initiated against the State of Colorado, or the Rocky Mountain Low-Level Radioactive Waste Board, or penalties and interest on overdue taxes.Colorado Register, Vol 37, No. 14.
