780 CMR shall be the building code for all towns, cities, state agencies or authorities in accordance with M.G.L. c. 143, §§ 93 through 100. 780 CMR, and other referenced specialized codes as applicable, shall apply to:
1. the construction, reconstruction, alteration, repair, demolition, removal, inspection, issuance and revocation of permits or licenses, installation of equipment; of detached one-and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories above grade plane in height and their accessory structures not more than three stories above grade plane, and other buildings as described in 780 CMR;2. the rehabilitation and maintenance of existing buildings;3. the standards or requirements for materials to be used in connection therewith, including but not limited to provisions for safety, ingress and egress, energy conservation and sanitary conditions, and fire prevention practices;4. other powers and duties found in M.G.L. c. 143, §§ 93 through 100, but not listed herein; and5. Owner-occupied lodging houses with five or fewer guestrooms.780 CMR, ch. 51, ch. 1, pt. 1, 101, R101.2
