Section 4.08 - Issuance of an Advisory Ruling

The Authority may issue an Advisory Ruling in response to a petition submitted under 703 CMR 4.02. The Authority is disinclined to answer hypothetical or abstract questions or questions that inquire generally about the construction or application of a particular statute, regulation, or policy absent a specific factual underpinning set forth in the petition.
