The Commissioner, following completion of the recording procedures pursuant to 302 CMR 3.09 shall send by certified mail a copy of the Order and plan to each person having an interest in land within the river corridor who was given notice under 302 CMR 3.05 and to the clerk and board of assessors of each city or town in which the river corridor is located.
