Before proposing a scenic river under M.G.L. c. 21A, § 11C, the Commissioner may appoint an advisory committee of concerned persons. The purpose of the advisory committee shall be to review and comment on the proposed order, management plan or other information as the Department may submit, and to assist in explaining the scenic river program to affected persons and to the general public.
