This account shall include the cost of all fuel for producing steam, also the fuel used for producing gas in gas engines and the fuel for oil or gasoline engines. Charges shall be based on the cost delivered at plant for storage, and include the cost of fuel, freight, switching, demurrage, cost of unloading and cartage to point of delivery at plant and the cost of transferring fuel from one storage point to another.
