No motor carrier shall operate a motor vehicle transporting passengers for hire until the motor carrier has obtained and has in effect an insurance policy or policies issued by a company or companies authorized to issue such policies in this Commonwealth, in an amount not less than that set forth in 220 CMR 152.02; and shall keep on file with the Department of Public Utilities a certificate of such insurance.
