The decision of the Presiding Officer shall be in writing. It shall be accompanied by a statement o f reasons there for, including determinations of each issue of fact or law necessary to the decision. The Presiding Officer shall notify all parties of the decision, of their right to appeal the decision, and of the time within which such right may be enforced. If the Presiding Officer is a person other than the Commissioner, he shall file the decision with the office of the Commissioner.
