For non-emergency requests for services, or emergency requests for services after the emergency has been abated, the Department shall determine an applicant's eligibility to receive services as part of the family assessment process. The Department shall determine an applicant's eligibility for services by considering whether the applicant needs the requested service(s), and if the services will benefit the applicant.
