Section 702.700 - Development of Other Benefits
(A)Requirements. An applicant or client of TAFDC or EAEDC who may be eligible to receive other benefits, such as Unemployment Compensation, Social Security, Railroad Retirement or Workers' Compensation, on his or her own behalf or through an absent parent, must apply for these benefits as a condition of eligibility.

TAFDC or EAEDC assistance may generally be provided until other benefits are received, at which time eligibility will be reviewed. An applicant, however, who has applied for and is determined eligible for Unemployment Compensation (UC) is not eligible for EAEDC during any waiting period for UC benefits.

Except as noted in the previous paragraph, if these or other benefits become available during receipt of assistance, the client must apply for such benefits to remain eligible. Eligibility will be reviewed when the benefit is actually received.

(B)Exceptions.
(1) A TAFDC applicant or client is not required to apply for other benefits which may be available through an absent parent if good cause for refusing to cooperate in determining paternity or obtaining child support payments has been found in accordance with 106 CMR 703.500: TAFDC Cooperation with Child Support Requirements through 106 CMR 703.550: TAFDC Family Abandonment Penalty; and
(2) Any TAFDC applicant or client who is a victim of a violent crime is not required to seek compensation for the violent crime whether through the Compensation to Victims of Violent Crimes Act or other source.
