Section 650.13 - Limitation(a) Nothing in this part may be construed to allow the Administrator to modify or waive any requirement under- (2) The National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 , et seq.); or(3) Any other provision of Federal statute.(b) The Administrator's approval of an application under this part does not commit Federal-aid funding for the project.
