Section 59.211 - State authority(a) The provisions in this regulation shall not be construed in any manner to preclude any State or political subdivision thereof from:(1) Adopting and enforcing any emission standard or limitation applicable to a regulated entity.(2) Requiring the regulated entity to obtain permits, licenses, or approvals prior to initiating construction, modification, or operation of a facility for manufacturing a consumer product.
