Section 10906 - Complaints(a) An ultimate beneficiary who believes himself or herself to be subject to discrimination prohibited by this Subchapter shall file a written complaint with the recipient or the Department no later than 120 days from the date of the alleged discrimination, or date of discovery of the alleged discrimination, unless the time for filing has been extended by the Department. The Department may extend the time for filing on the basis of good cause for a period not to exceed 90 days.(b) Such complaint shall be initially filed with the recipient for informal resolution. Complaints may be filed with the Department prior to the completion of the informal complaint process.Cal. Code Regs. Tit. 9, § 10906
