Section 4316 - Boring and Mortising Machines(a) Boring bits shall be provided with a guard that will enclose all portions of the bit and chuck above the material being worked.(b) The top of the cutting chain and driving mechanism on chain mortisers shall be enclosed.(c) Where counterweights are used, one of the following or equivalent means shall be used to prevent the counterweights from dropping:(1) It shall be bolted to the bar by means of a bolt passing through both bar and counterweight; or(2) A bolt shall be put through the extreme end of the bar; or(3) Where the counterweight does not encircle the bar, a safety chain shall be attached to it.(d) Bolts used to hold counterweights shall be equipped with nuts and cotter pins.Cal.
