Section 4960 - Local Agency Responsibilities(a) Each school district and county office of education shall have primary responsibility to ensure that its programs and activities are available to all persons without regard to sex, sexual orientation, gender, ethnic group identification, race, ancestry, national origin, religion, color, or mental or physical disability. Each local agency shall investigate complaints of unlawful discrimination in its programs or activities.(b) Each governing board shall have the ongoing responsibility to publicize the provisions of this Chapter to students, parents, employees, agents of the governing board and the general public. This policy shall be posted in all schools and offices including staff lounges and student government meeting rooms.Cal. Code Regs. Tit. 5, § 4960
