Section 17343 - Budget ReviewIn determining the necessary expenses, the Superintendent of Public Instruction shall consider but not be limited to the following:
(a) The explanations and justifications supporting the budget request.(b) The level of expenditures for the two preceding fiscal years.(c) The available net beginning balances and estimated income other than state aid.(d) The necessity of pilot projects of statewide interest or of nonrecurring items of expense.(e) The authorization for the use of the county school service fund to pay for those services prescribed in Chapter 6, Part 2 of the Education Code (commencing at Section 1700) and as specifically authorized in Section 1500 of the Education Code.(f) The adherence to applicable provisions of the Education Code and of this title.Cal.
