For purposes of this Article, the definitions set forth in California Code of Regulations, title 5, section 12031 shall apply, with the following modifications:
(a) "Eligible parent" means a parent of a current migratory child, as defined by Education Code section 54441(a) and a parent of a migratory child as defined by 20 United States Code section 6399(3), who has not served on the Regional Parent Advisory Council (RPAC) for four or more years.(b) "Eligible community member" means a person who:(1) is knowledgeable about the needs of migrant children, and is either an eligible migrant child or a professional working in the field of education and social and health services;(2) is not a parent member;(3) is not an employee of a Migrant Education Program (MEP) at the district, county, or state level, or an employee of the California Department of Education (CDE); and(4) has not served on the RPAC for two or more years.(c) "Direct Funded District (DFD)" means a local educational agency meeting the criteria outlined in Education Code section 54444.1(c).(d) "Parent Advisory Council (PAC)" means those parent advisory councils established by an operating agency pursuant to Education Code section 54444.2(a).Cal.
